(ii) explain whether the inability of the holders of Maisha Cards to be registered as voters renders the Card an illegitimate form of identification and if so, the basis for the illegitimacy? (iii) outline the timelines for addressing the issue to enable the affected persons to register as voters before the closure of the voter registration exercise?
