Question

The Member for Kesses (Hon. CPA Julius Rutto, MP) to ask the Cabinet Secretary for Investments, Trade and Industry: - Could the Cabinet Secretary – (i) provide a list of all importers, clearing agents and other key players involved in second-hand clothing (Mitumba) and mixed assorted goods business across the country and state if any of them has ever evaded payment of import tax or committed any other malpractice? (ii) explain why there has been skewed and selective application of customs laws occasioned by fraudulent manipulation of the Integrated Customs Management System (ICMS) leading to monumental loss of revenue? (iii) enumerate the steps that the Ministry is undertaking in order to fast track forensic audit regarding the procurement and adoption of a system prone to manipulation by fraudulent personnel and explain the actions taken against such personnel who work in cahoots with traders and cartels so determined to deny the country of import taxes? (iv) explain measures that the Ministry has put in place to ensure fair application of custom laws and what efforts has the Ministry undertaken to involve second-hand clothing (Mitumba) traders and are involved in formulation and implementation of new policies?
