The Member for Kanduyi (Hon. John Makali, MP) to ask the Cabinet Secretary for Education: - Could the Cabinet Secretary – (i) explain the reasons for the delays in procuring learning materials for schools in Kanduyi Constituency considering that some schools are yet to receive the required materials to-date? (ii) clarify whether the procurement process is ineffective, provide details on the policies implemented to improve the process, and state whether the Ministry is considering centralizing the procurement process to Heads of Schools through an open tendering process to ensure timely delivery of learning materials to schools? (iii) explain reasons for the delays in capitation which is posing an enormous challenge to Heads of School in Kanduyi Constituency in effectively managing schools, and further state remedial interventions aimed at addressing the capitation delays?
