The Member for Maragwa (Hon. Mary Wamaua, MP) to ask the Cabinet Secretary for Water, Sanitation and Irrigation: - Could the Cabinet Secretary – (i) explain why Murang’a South Water and Sanitation Company (MUWASCO) is the sole authorized distributor of water in Maragwa, Kigumo and Kandara Constituencies yet it has no capacity to meet the demand for water by all households in the three Constituencies? (ii) provide the basis upon which the Water Services Regulatory Board (WASREB) permits Murang’a South Water and Sanitation Company (MUWASCO) to collect revenue from landlords who provide borehole water to their tenants? (iii) state the entity that audits water service providers with regards to governance compliance pursuant to section 77 of the Water Act, 2016? (iv) provide the financial and governance audit reports for Murang’a South Water and Sanitation Company (MUWASCO) for the financial years 2020/2021 and 2021/2022? (v) explain why the Ministry of Water, Sanitation and irrigation, after commissioning of projects, hands them over to water service providers that are not compliant with the law in terms of; a) retirement age for the management; and b) term limit for the board and managing directors.
