Gabriel Kagombe, MP) to ask the Cabinet Secretary for Information, Communications and the Digital Economy: - Could the Cabinet Secretary: - (i) explain why Safaricom Ltd has allegedly continuously frustrated other VOIP operators who are licensed by the Communications Authority of Kenya by illegally blocking their calls? (ii) provide a detailed report on why the Communications Authority of Kenya has failed to regulate Safaricom Ltd despite having received numerous complaints from VOIP Operators such as M/s. Elige Communication? (iii) state the reasons behind failure by the Communications Authority to collect the penalties charged against Safaricom Ltd on 1st August 2018 amounting to Kshs. 449,000,000 resulting from Safaricom’s decision to block other licensees’ calls, and further state the timelines within which the said penalties will be collected?
