Martin Peters Owino, MP) to ask the Cabinet Secretary for Roads and Transport: - Could the Cabinet Secretary – (i) state the measures instituted by the Ministry to deal with over-speeding motorists and the efforts aimed at combating alleged corruption perpetuated by traffic police officers on the roads in the country? (ii) explain why the Ministry is not enforcing the Traffic (Minor Offences) Rules that sought to entrench the payment of instant fines by motorists? (iii) consider installation of systems that monitor and relay real-time traffic offenses on the roads and at the same maintain a digital record of offenses? (iv) provide an analysis of the effectiveness of deploying traffic police officers and the erection of roadblocks in enforcing traffic rules in the country?
