The Member for Sirisia (Hon. John Waluke, MP) to ask the Cabinet Secretary for Investments, Trade and Industry: - Could the Cabinet Secretary – (i) explain the reason for the proposed increase in the excise stamp plan which is likely to disadvantage the country’s market compared to competing markets in the Eastern Africa Region, and in particular connecting markets of Uganda, Tanzania, Rwanda and Democratic Republic of Congo? (ii) explain how the proposed increase in Excise Duty for bottled water, juices and other non-alcoholic drinks, cosmetics, alcoholic beverages, tobacco and nicotine products will compare with other African Markets and the effects of the increase on the country’s competitiveness? (iii) state the measures that the Ministry has in place to cushion manufacturers from the capital-intensive implementation of the Excisable Goods Management System (EGMS) relating to server rooms, data cables, retro lifting lines, signals exchange, electricity backup, among other costs?
