The Member for Kirinyaga Central (Hon. Joseph Gitari, MP) to ask the Cabinet Secretary for Health: - Could the Cabinet Secretary— (i) clarify why Medical Administrators Kenya Limited (MAKL), the administrator of the National Police Service medical insurance scheme, does not allow its beneficiaries to choose their preferred hospitals for medical services? (ii) explain the payment approval process employed by MAKL, and provide reasons for the frequent delays which often compel covered patients to make out- of-pocket payments? (iii) provide reasons why the majority of hospitals under the MAKL scheme only offer outpatient services and do not admit patients for inpatient care? (iv) outline the measures the Government has put in place to ensure the continuity of medical services for police officers who may be affected if there are suspension of services by hospitals under the MAKL programme?
