Question

The Member for Mandera County (Hon. Umul Ker Kassim, MP) to ask the Cabinet Secretary for Education: - Could the Cabinet Secretary- (i) consider reviewing the academic and other qualifications for the appointment of chiefs and assistant chiefs in marginalised areas in the country? (ii) explain why it has taken inordinately long to integrate Duksi and Madrassa classes in primary and secondary schools yet the provisions of section 95(2)(e) of the Basic Education Act (CAP.) envision operationalisation of such programmes to enhance access to education by all children? (iii) clarify whether the lack of integration of Duksi and Madrassa learning programmes in primary and secondary schools has led to a high rate of children being out of school? (iv) state the measures in place to ensure integration of Duksi and Madrassa learning programmes including steps taken to ensure the accessibility of such programmes to all schools in the country? (v) provide timelines for the operationalisation of Duksi and Madrassa learning programmes in both primary and secondary schools?
