Notice is given that the Member for Maara (Hon. Kareke Mbiuki) intends to move the following amendments to the County Governments Additional Allocations (No.2) Bill (Senate Bill No. 4 of 2022) at the Committee Stage——

FIRST SCHEDULE

THAT, the First Schedule to the Bill be amended in column B—

(a) by deleting— (i) the expression “40,000,000” appearing in item 9 and substituting therefor the expression “32,600,000”; (ii) the expression “22,000,000 appearing in item 21 and substituting therefor the expression “32,600,000”; (iii) the expression “59, 000,000 appearing in item 35 and substituting therefor the expression “32,600,000”; (iv) the expression “42, 000,000 appearing in item 40 and substituting therefor the expression “32,600,000”; and

(b) by inserting the expression “32,600,000” in item 41.

LIMITATION OF DEBATE

The House resolved on Wednesday, October 12, 2022 as follows-

059/2022 The Member for Kuresoi (Hon. Joseph Tanui, MP) to ask the Cabinet Secretary for Youth Affairs, Sports and the Arts - (i) Could the Cabinet Secretary explain why the construction of Olenguruone Stadium in Kuresoi constituency in Nakuru County has since stalled despite the project having received funding? Could the Cabinet Secretary provide details of Olenguruone Stadium bridge project particularly, details of the contractor awarded the implementation of the project, amount allocated to the project and the expected date of completion? (ii) Could the Cabinet Secretary outline the measures put in place to ensure completion of the said without further delays?

063/2022 The Member for Kasipul (Hon. Ong’ondo Were, MP) to ask the Cabinet Secretary for Energy and Petroleum –

(i) Could the Cabinet Secretary explain the cause(s) of persistent power blackouts and power surges in Oyugis Town in Kasipul Constituency that have led to massive losses for the business community and damages to household electronic devices?

(ii) Could the Cabinet Secretary provide the status report for the Last Mile Connectivity Programme in Kasipul Constituency?

(iii) Could the Cabinet Secretary explain when the street lighting projects under the Last Mile Connectivity programme on the following roads in Oyugis Town and its environs are expected to be completed; Oyugis – Kosele, Number Karabok – Kawere Market, Oyugis – Sikri town, Oyugis – Kwoyo, Oyugis – Manyoro Market, Oyugis – Nyang’iela – Dol and Ombek Markets, Oyugis – Gamba, and Oyugis – Rodi Kakuom and Ruga Markets in Oyugis Town?

(iv) Could the Cabinet Secretary explain the status of electric power connectivity to schools and learning institutions in Kasipul Constituency?

Fatuma Jehow, MP) to ask the Cabinet Secretary for Energy and Petroleum - (i) Could the Cabinet Secretary explain the causes of the frequent power blackouts and outages in Wajir County detailing strategies that the Ministry has put in place to curb the said incidents? (ii) Could the provide the measures that the Ministry has put in place to ensure prompt deployment of Kenya Power and Lighting Company technicians to address incidents of power blackouts and outages in Wajir County to minimize its negative effects on health facilities and businesses in the area? (iii) Could the Cabinet Secretary outline the measures put in place by the Ministry to either fast-track connection of Wajir County to the National grid or enhance the capacity of the off grid plant?

074/2022 The Member for Marsabit County (Hon. Naomi Waqo, MP) to ask the Cabinet Secretary for Energy and Petroleum - (i) Could the Cabinet Secretary explain the causes frequent power outages in Marsabit County and provide the steps taken by the Ministry to address the said outages?

(ii) Could the Cabinet Secretary explain whether Kenya Power and Lighting Company adheres to the due process of issuing power interruption notices in Marsabit County before the power outage occurs?
