Notice is given that the Leader of the Majority Party intends to move the following amendments to the Judges’ Retirement Bill, 2025 at the Committee Stage—

LONG TITLE

THAT, the Long Title to the Bill be amended by deleting the word “to” appearing immediately after the word “benefits” and substituting therefor the word “of”.

CLAUSE 2

THAT, Clause 2 of the Bill be amended in the definition of “retirement savings account” by deleting the expression “section 45” appearing immediately after the word “under” and substituting therefor the expression “section 42”.

CLAUSE 8

THAT, Clause 8 of the Bill be amended by inserting the following new subsection immediately after subsection (1)— “(2) Where a judge retains pension benefits in another pension scheme under subsection (1), the period relating to the benefits shall be excluded when computing his or her pensionable service.”

CLAUSE 23

THAT, Clause 23 of the Bill be amended by inserting the following new subclauses immediately after subclause (1)—

“(2) A judge of the Supreme Court to whom this Part applies shall, upon retirement, be entitled to the additional benefits set out in the Schedule. (3) A judge of the Supreme Court who leaves office before attaining the age of sixty-five years, after having served for at least ten years, shall be entitled to access the non-pension benefits under subsection (1) and paragraphs (a) and (b) of the Schedule.” (Subject to recommittal)

CLAUSE 26

THAT, Clause 26 of the Bill be amended in subclause (1) by— (a) deleting paragraph (a) and substituting therefor the following new paragraph— “(a) deduct from that member’s monthly basic salary and pay into the Fund a sum calculated at the rate of seven point five per cent of the member’s monthly basic salary as the member’s monthly contribution; and” (b) deleting the words “pensionable emoluments” appearing immediately after the word “monthly” in paragraph (b) and substituting therefor the words “basic salary”.

CLAUSE 44

THAT, Clause 44 of the Bill be amended in subclause (2) by deleting paragraph (c) and substituting therefor the following new paragraph— “(c) the aggregate in full of any additional voluntary contributions made into the Fund under section 28 together with the accrued interest thereon after leaving employment for any reason.” (Subject to recommittal)

CLAUSE 54

THAT, Clause 54 of the Bill be amended in subclause (1) by inserting the words “of the Constitution” immediately after the expression “Article 166”.

THAT, Clause 55 of the Bill be amended by— (a) renumbering the existing provision as subclause (1); (b) inserting the following new subclauses immediately after the renumbered subclause (1)—

THAT, each speech in a debate on any Motion, including a Special motion shall be limited as follows: A maximum of three hours with not more than twenty (20) minutes for the Mover and ten (10) minutes for each other Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of fifteen (15) minutes each, and that ten (10) minutes before the expiry of the time, the Mover shall be called upon to reply; and that priority in speaking be accorded to the Leader of the Majority Party, the Leader of the Minority Party and the Chairperson of the relevant Departmental Committee, in that order.

Limitation of Debate on Reports of Audit Committees IV. THAT, each speech in debate on Reports of Audit Committees shall be limited as follows: A maximum of sixty (60) minutes for the Mover in moving and thirty (30) minutes in replying, and a maximum of ten (10) minutes for any other Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of fifteen (15) minutes each; and that priority shall be accorded to the Leader of the Majority Party and the Leader of the Minority Party, in that order.

Limitation of Debate on Bills sponsored by Parties or Committees V. THAT, each speech in a debate on Bills sponsored by a Committee, the Leader of the Majority Party or the Leader of the Minority Party shall be limited as follows:- A maximum of forty five (45) minutes for the Mover, in moving and fifteen minutes (15) in replying, a maximum of thirty (30) minutes for the Chairperson of the relevant Committee (if the Bill is not sponsored by the relevant Committee), and a maximum of ten (10) minutes for any other Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of fifteen minutes (15) each (if the Bill is not sponsored by either of them); and that priority in speaking be accorded to the Leader of the Majority Party, the Leader of the Minority Party and the Chairperson of the relevant Departmental Committee, in that order.

THAT, each speech in a debate on Other Committee Reports, including a Report of a Joint Committee of the Houses of Parliament or any other Report submitted to the House for which limitation of time has not been specified, shall be limited as follows:- A maximum of two and a half hours, with not more than twenty (20) minutes for the Mover in moving and five (5) minutes for any other Member speaking, including the Leader of the Majority Party and the Leader of the Minority Party and the Chairperson of the relevant Committee (if the Committee Report is not moved by the Chairperson of the relevant Committee), and that ten (10) minutes before the expiry of the time, the Mover be called upon to reply; and further that priority in speaking shall be accorded to the Leader of the Majority Party and the Leader of the Minority Party, in that order.
