THAT, taking into consideration the findings of the Joint Committee of the National Assembly Departmental Committee on Administration and Internal Affairs and the Senate Standing Committee on National Security, Defence and Foreign Relations in its Report on the vetting of Mr. Douglas Kanja Kirocho for approval as the Inspector-General of the National Police Service, laid on the Table of the House on Tuesday, 17th September 2024, and pursuant to the provisions of Article 245(2)(a) of the Constitution, section 12(1) of the National Police Service Act, CAP 84 and section 8 of the Public Appointments (Parliamentary Approval) Act, CAP 7F, this House approves the appointment of Mr. Douglas Kanja Kirocho as the Inspector- General of the National Police Service.

I. QUESTION TIME IN PLENARY

PURSUANT to the provisions of Standing Order 42A(6B), the Speaker will today, not later than 3.00 p.m., invite the Cabinet Secretary for Education to respond to Questions as appearing in the Appendix.

LIMITATION OF DEBATE

The House resolved on Wednesday, February 14, 2024 as follows— Limitation of Debate on Bills sponsored by Parties or Committees

THAT, each speech in a debate on Bills sponsored by a Committee, the Leader of the Majority Party or the Leader of the Minority Party shall be limited as follows: A maximum of forty five (45) minutes for the Mover, in moving and fifteen minutes (15) in replying, a maximum of thirty (30) minutes for the Chairperson of the relevant Committee (if the Bill is not sponsored by the relevant Committee), and a maximum of ten (10) minutes for any other Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of fifteen minutes (15) each (if the Bill is not sponsored by either of them); and that priority in speaking shall be accorded to the Leader of the Majority Party, the Leader of the Minority Party and the Chairperson of the relevant Departmental Committee, in that order.

THAT, each speech in a debate on Other Committee Reports, including a Report of a Joint Committee of the Houses of Parliament or any other Report submitted to the House for which limitation of time has not been specified, shall be limited as follows:- A maximum of two and a half hours, with not more than twenty (20) minutes for the Mover in moving and five (5) minutes for any other Member speaking, including the Leader of the Majority Party and the Leader of the Minority Party and the Chairperson of the relevant Committee (if the Committee Report is not moved by the Chairperson of the relevant Committee), and that ten (10) minutes before the expiry of the time, the Mover shall be called upon to reply; and further that priority in speaking shall be accorded to the Leader of the Majority Party and the Leader of the Minority Party, in that order.

It is notified that, pursuant to the provisions of Standing Order 42A (6B), the Cabinet Secretary for Education will respond to questions in plenary on Wednesday (Afternoon), September 18, 2024 relating to–– (a) Issues arising from Speaker’s Kamukunji held on Tuesday, 20th August 2024, Specifically, the Cabinet Secretary is required to –

(i) provide a comprehensive report and update on the progress made on the implementation of the New Funding Model for Higher Education; (ii) state measures put in place by the Ministry of Education to simplify the model and enlighten the general public, particularly parents, guardians, and students on the model; (iii) provide the approximate total cost of education for an individual from the basic education level to the tertiary level; (iv) state the amount of money that goes towards education bursaries and scholarships every year; (v) provide a list of bursary and scholarship schemes with corresponding amounts that the Ministry administers through each State Department, that is, the State Department for Basic Education, State Department for Higher Education and Research, and the State Department for Technical and Vocational Education; (vi) provide clarity on proposals to consolidate the multiple education bursary schemes; and (vii) indicate the amount of money disbursed to public and private universities for the current academic year, specifying the amount to each category, i.e.public and private universities.

(b) Current issues - (i) provide a comprehensive report on steps taken by the Ministry to enhance security and safety in schools to ensure a safe learning environment in public and private educational institutions.
