ALLOCATIONS BILL (SENATE BILL NO. 8 OF 2026)

Notice is given that the Chairperson of the Budget and Appropriations Committee intends to move the following amendments to the County Governments Additional Allocations Bill (Senate Bill No. 8 of 2026) at the Committee Stage—

CLAUSE 1

THAT, Clause 1 of the Bill be amended by inserting the words “and shall come into force upon publication in the Gazette” immediately after the words “County Governments Additional Allocations Act, 2026.”

CLAUSE 5

THAT, Clause 5 of the Bill be amended— (a) in sub-clause (2) by—

(i) deleting paragraph (c); and (ii) deleting paragraph (f).

(b) in sub-clause (3) by—

(i) deleting the words “Column R” appearing in the opening statement and substituting therefor the words “Column S”; (ii) deleting paragraph (g); (iii) deleting the words “Column I” appearing in paragraph (h) and substituting therefor the words “Columns H and I”; (iv) deleting the words “Column J” appearing in paragraph (i) and substituting therefor the words “Columns J and K”; (v) deleting the words “Column K” appearing in paragraph (j) and substituting therefor the words “Column L”; (vi) deleting the words “Column L” appearing in paragraph (k) and substituting therefor the words “Column M”; (vii) deleting the words “Column M” appearing in paragraph (l) and substituting therefor the words “Column N”; (viii) deleting the words “Column N” appearing in paragraph (m) and substituting therefor the words “Column O”; (ix) deleting the words “Column O” appearing in paragraph (n) and substituting therefor the words “Column P”;

LIMITATION OF DEBATE

The House resolved on Wednesday, February 11, 2026 as follows-—

Limitation of Debate on Other Committee Reports II. THAT, each speech in a debate on Other Committee Reports, including a Report of a Joint Committee of the Houses of Parliament or any other Report submitted to the House for which limitation of time has not been specified, be limited as follows:- A maximum of two and a half hours, with not more than twenty (20) minutes for the Mover in moving and five (5) minutes for any other Member speaking, including the Leader of the Majority Party and the Leader of the Minority Party and the Chairperson of the relevant Committee (if the Committee Report is not moved by the Chairperson of the relevant Committee), and that ten (10) minutes before the expiry of the time, the Mover shall be called upon to reply; and further that priority in speaking shall be accorded to the Leader of the Majority Party and the Leader of the Minority Party, in that order.

Limitation of Debate on Audit Committee Reports III. THAT, each speech in debate on Reports of Audit Committees be limited as follows:- A maximum of sixty (60) minutes for the Mover in moving and thirty (30) minutes in replying, and a maximum of ten (10) minutes for any other Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of fifteen (15) minutes each; and that priority be accorded to the Leader of the Majority Party and the Leader of the Minority Party, in that order.
