THAT, aware that Turkana County continues to experience extremely dry weather conditions with the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) reporting that the aggregate rainfall for the six months ending September 2022 represented only 21 percent of the normal rainfall.
