Could the Cabinet Secretary provide a status report regarding electricity connectivity to homes and public institutions in Mandera South Constituency and explain the reasons why the constituency is the only one out of six constituencies in Mandera that missed out on the second and third phases of the Last Mile Connectivity Project?
