Delocalization policy for teachers and its implementation

Could the Cabinet Secretary give commitment to what he is telling this House because it is only fit for academic discourse since it is not what is happening on the ground? Could the Cabinet Secretary give a commitment on delocalization policy for teachers, students and Kenyans once and for all?
