Training and certification of motor vehicle inspectors

Question

Where are they trained? How regularly do they train? What certification do they have? If there is no proper training, is it possible for the Kenya Institute of Highways and Building Technology (KIHBT) to establish a specific curriculum for motor vehicle inspectors so that we can be confident that those who do motor vehicle inspection have the necessary qualification and certification to certify the roadworthiness of our vehicles?
