Question No. 011 Nominated Senator (Sen. Catherine Mumma, MP) to ask the Cabinet Secretary for Labour and Social Protection:

a) Could the Cabinet Secretary provide the Senate with a list of bilateral labour migration agreements and arrangements that Kenya has signed, particularly with the West Asian countries, to protect Kenyan migrant workers, and do these agreements comply with international labour laws and standards?

b) What monitoring and enforcement mechanisms have been established within these agreements to ensure that recruitment agencies and employers comply with the provisions related to fair wages, humane working conditions and access to legal recourse in cases of violation?

c) How many cases of passport confiscation involving Kenyan migrant workers have been reported from 2019 to date, and what actions have been taken to penalize the violators and protect the affected workers?

d) Could the Cabinet Secretary provide a breakdown of reported cases of abuse against Kenyan migrant workers from 2019 to date, including the outcomes of investigations, and explain the Government’s role in ensuring that victims have access to legal aid, shelter and repatriation?

Question No. 019 The Senator for Kirinyaga County (Sen. James Murango, MP) to ask the Cabinet Secretary for Labour and Social Protection:

a) What has led to the increase in the number of street children in major towns across Kirinyaga County, including Ngurubani, Kutus, Kagio, Sagana and Kerugoya?

b) Could the Cabinet Secretary provide details on Government programmes for the rescue and rehabilitation of street children in Kirinyaga County, and provide a status update on efforts to re-integrate these children with their families?

Question No. 015 The Senator for Meru County (Sen. Kathuri Murungi, MGH, MP) to ask the Cabinet Secretary for the National Treasury and Economic Planning:

a) What are the reasons for the inordinate delay in the implementation of the resolution of the Senate of 18th October, 2018, and the subsequent recommendations of the Inter-Agency Taskforce on Payment of Honorarium and Monthly Pension to Former Councillors despite the undertaking granted by the National Treasury via a letter dated 28th September, 2021 and addressed to the Senate that it would factor in the payments in the ensuing Financial Year (2022/2023)?

b) Could the Cabinet Secretary provide the status update on the establishment of the requisite legal and policy instruments to authorise, process and facilitate the payments and, if not, state the reasons for such delay and whether the eligible former councillors have been enrolled in the Inua Jamii Programme?

c) When will the former councillors receive their full gratuity payments and could the Cabinet Secretary state the measures in place to ensure that for those who are deceased, the rightful beneficiaries are identified??

Question No. 025 The Senator for Kakamega County (Sen. (Dr.) Boni Khalwale, CBS, MP) to ask the Cabinet Secretary for the National Treasury and Economic Planning:

a) Could the Cabinet Secretary provide a list of all programmes in Kenya relating to education, food security and governance that were being implemented by the United States Agency for International Development (USAID) at the time of freezing of foreign assistance from the United States of America (USA)?

b) What is the total funding requirement for each of the said programmes, and could the Cabinet Secretary specify the amount of funds that USAID was projected to provide in the 2024/2025 financial year?

c) What interim measures has the Government put in place to address the funding gap that has emerged as a result of the freeze of foreign assistance from the USA to ensure continuity of critical services?

d) Could the Cabinet Secretary also outline the Government’s long-term plans to reduce reliance on foreign aid and to ensure sustainable financing for critical programmes in sectors such as education, health, food security and governance?

Question No. 003 The Senator for Marsabit County (Sen. Mohamed Chute, MP) to ask the Cabinet Secretary for Interior and National Administration:

a) Could the Cabinet Secretary state the number of Internally Displaced Persons (IDPs) in Marsabit Town, and provide details regarding the timeline and circumstances of their displacement as well as the form and extent of support provided to them?

b) Could the Cabinet Secretary disclose plans and timelines for resettling the IDPs, and outline measures put in place to ensure their safety and well-being during and after resettlement?

c) What are the terms of compensation of the IDPs, and could the Cabinet Secretary indicate when the compensation will be paid?

Question No. 006 Nominated Senator (Sen. Hamida Kibwana, MP) to ask the Cabinet Secretary for Interior and National Administration:

a) Could the Cabinet Secretary explain the deteriorating condition of Nyayo House in Nairobi’s Central Business District (CBD), which houses the State Department for Immigration and Citizen Services, and indicate whether there are immediate plans to renovate it to ensure efficient delivery of services to Kenyans?

b) What measures has the Government put in place to ensure that both the public and government officials working at Nyayo House have access to adequate facilities, including clean water, sanitary amenities and a conducive working environment?

Question No. 012 The Senator for Kirinyaga County (Sen. James Murango, MP) to ask the Cabinet Secretary for Interior and National Administration:

a) Could the Cabinet Secretary state the immediate actions taken to address the increase in incidents of insecurity in Kirinyaga County, particularly in Kerugoya Town, where two people have been killed by criminals in the last one month, and in Ngurubani Town, where marauding gangs have been waylaying residents early in the morning and late in the evening?

b) What is the status of investigations into an attempted robbery with violence incident in Miringa-Iiri area in Kerugoya town on the night of 24th January, 2025 in which a Mr. Murimi was shot and later succumbed to the injuries while undergoing treatment at Kerugoya County Referral Hospital, and could the Cabinet Secretary clarify the timelines within which police officers should investigate incidents of crime such as this?

c) What long term plans does the Ministry have to curb insecurity in Kerugoya Town and its environs?

d) Could the Cabinet Secretary also state the number of police officers who have served in one (1) station within Kirinyaga County for more than three (3) years, and state when those officers will be transferred?

Question No. 020 The Senator for Tana River County (Sen. Danson Mungatana, MGH, MP) to ask the Cabinet Secretary for Interior and National Administration:

a) Why have the killers of Mr. Isaac Jarso, a resident of Kone village in Tana River County, who was killed by suspected KWS officers on 29th December, 2024 not been arrested?

b) When will the killers be arrested, given that a similar event happened in Nakuru on 18th January, 2025 and, within hours, arrests of the suspected KWS officers were made? …………../Appendix

a) Could the Cabinet Secretary provide details on the level of preparedness in mitigation of drought and floods, given the devastation that was experienced in the country during the heavy rains in 2024 and in the previous years?

b) Are there specific areas that have particularly been mapped out for such mitigation, and what strategies have been put in place for such zones?

c) How much has been set aside in the FY 2024/2025 budget earmarking disaster and emergency response?

Question No. 027 The Senator for Turkana County (Sen. James Lomenen, MP) to ask the Cabinet Secretary for Interior and National Administration:

a) Could the Cabinet Secretary outline the measures in place to mitigate the persistent livestock theft and banditry that has plagued Turkana County for decades?

b) What different strategies has the Ministry put in place to alleviate the unchecked raids that have exacerbated poverty and insecurity in the region, despite numerous government interventions?

c) Could the Ministry consider the adoption and implementation of modern technological solutions such as the Animal Identification and Traceability System

to enhance livestock traceability and effectively curb cattle rustling?

d) Could the Cabinet Secretary provide mechanisms that can be implemented to enhance collaboration between Turkana County, security agencies and neighboring counties to enforce livestock identification policies and ensure seamless livestock tracking and recovery?
