THAT, pursuant to Standing Order 111 (1), the Senate resolves that debate on a Motion not sponsored by the Majority or Minority Party or a Committee shall be limited in the following manner: -

A maximum of three hours with not more than twenty minutes for the Mover, twenty minutes for the Majority Party Official Responder, twenty minutes for the Minority Party Official Responder and fifteen minutes for each other Senator speaking and that fifteen minutes before the time expires, the Mover shall be called upon to reply.

Question No. 039 The Senator for Makueni County (Sen. Daniel Maanzo, EBS, MP) to ask the Cabinet Secretary for Youth Affairs, Creative Economy and Sports:

a) What has caused the delay in the completion of the construction of Wote Stadium in Makueni County, and could the Cabinet Secretary specify the measures in place to address the matter?

b) Is there any budgetary allocation in the Financial Year 2025/2026 towards completion and operationalization of the stadium, and could the Cabinet Secretary provide a timeline?

Question No. 067 Nominated Senator (Sen. Joyce Korir, CBS, MP) to ask the Cabinet Secretary for Youth Affairs, Creative Economy and Sports:

a) Could the Cabinet Secretary provide details of the specific Government programmes and initiatives in place to promote mental health and overall well-being of young people in Kenya, and explain how these initiatives have been tailored to address individual challenges faced by the youth?

b) What measures has the Ministry put in place to address the increasing mental health challenges like anxiety and depression among the young people, and most likely those participating in sports or arts programs?

c) What approaches are being implemented to incorporate mental health support into youth-oriented sports and arts programs, and how can they access these services?

d) Are there any joint initiatives between the Ministry, the Ministry of Health and other mental health organizations aimed to raise awareness on the mental health issues faced by the youth and, if so, could the Cabinet Secretary highlight them?

a) Could the Cabinet Secretary explain why dumping of waste has been allowed to continue at an illegal site located at Mukara Junction, Mugaru Ward in Kangema, Murang’a County, a site originally excavated by Lee Construction Limited during the construction of the Kiangunyi–Kibango– Mukarara Road in 2018?

b) What immediate measures has the Ministry put in place to address illegal dumping, particularly at sites obstructing public infrastructure such as the one near the county slaughterhouse and Tambaya Village in Kangema, Murang’a County?

c) What long-term waste management and monitoring strategies does the Ministry have to prevent environmental degradation and public health risks in residential areas across the country?

Question No. 091 The Senator for Marsabit County (Sen. Mohamed Chute, MP) to ask the Cabinet Secretary for Environment, Climate Change and Forestry:

a) Could the Cabinet Secretary provide the historical background on the introduction of Prosopis Juliflora (commonly known as Mathenge) in Kenya, including the actors or institutions involved, and explain the ecological or policy rationale that justified the introduction of the plant?

b) What is the current extent of Prosopis Juliflora spread across the country, and could the Cabinet Secretary identify the most affected areas, particularly in Marsabit County where the species reportedly covers approximately 40% of rangelands?

c) What short- and long-term interventions has the Ministry developed to contain or eradicate Prosopis Juliflora, including projected timelines, budgetary allocations and multi-agency or county-level plans aimed at restoring affected rangelands, especially in light of its 2022 classification as a national security threat?
