Kenya Parliament website updated

For those who haven’t visited the Parliament website recently, you’ll be happy to know that it’s <a href="”>been recently revamped.

On the positive side, the schedule of committee hearings, the order papers and the Hansards are pretty much up to date.

On the negative side, the links to the MP profile pages are not working and the Hansards are still in pdf and not xml format, which makes them hard to repurpose.

Upgrade Progress

We are pleased to report that the upgrade is proceeding well. We have just completed and uploaded an exhaustive overhaul of the underlying engine. This will make it much easier to not only add features, but also to change the look and feel.

Design work has commenced on the interface by the very gifted Jepchumba. The look and feel will be updated incrementally as the work progresses.

As mentioned before, we will be upgrading in place so we do not anticipate any downtime. If this will be necessary, it will be minimal.

What is Mzalendo?

Mzalendo means Patriot in Swahili.

Mzalendo is a volunteer run project whose mission is to “keep an eye on the Kenyan Parliament.”

The project was started by two young like-minded Kenyans who were frustrated by the fact that it is difficult to hold Kenyan Members of Parliament (MPs) accountable for their performance largely because information about their work in Parliament is not easily accessible. In our opinion Parliament should be one of the most open institutions in government, yet beyond the coverage from local newspapers it is virtually impossible to keep track of what Kenyan Parliamentarians are doing. Of course one can peruse copies of the Hansard, but one has to go through an arduous process to get access to Hansard copies from the Government Printer’s Office and most people do not have the time to filter through the dense information that is contained in the Hansard hard copies.

Kenyan citizens file suit demanding scrapping of the PSC

On Wednesday, December 10, 2008, the 17 Kenyans filed High Court Petition No. 769 of 2008, at the Nairobi Law Courts, requesting that the PSC be scrapped for violating the Constitution of the Republic of Kenya, and for flouting the republican ethics that prohibit public officials from using their offices for unjust enrichment and other forms of personal gain.

The Parliamentary Service Commission has appointed Mr. Paul Muite (immediate former Kabete MP) and Mr. Phiroze Nowrjee to represent them.

The case comes up again for mention on March 12, 2009, at the Nairobi High Court, Chamber 35, at 9.00 am.

Media Relations Officer Job (PSC)

The Parliamentary Service Commission is seeking to appoint a highly motivated professional to join the National Assembly in the following exciting and challenging position:-

Responsible to the Director, Information & Research Services, the officer will be incharge of Parliamentary Broadcasting Unit and manage all Media affairs of the National Assembly in a timely and efficient manner.

Duties and Responsibilities

* Formulation, interpretation and application of procedures of the National Assembly Media Services and live broadcasting of Parliamentary proceedings;
* Assembling information on the procedures and operations of Parliament for Parliamentarians, staff and the public for official use;
* Organizing Parliament’s outreach programmes;
* Coordinating all publications of the National Assembly;
* Organizing all Media events of the National Assembly;
* Updating and maintaining of the Parliamentary Website.
* Any other duties relating to Media Services.

For appointment to this post, a candidate must have served for a minimum of five years in a reputable media house with substantial experience in both print and electronic media and must also be in possession of the following minimum qualifications:

(i) A bachelor degree in Law or any other Social Sciences; (ii) A masters degree in either Communications or Public Relations;

(iii) A post graduate qualification in Mass Communications and Experience in Parliamentary reporting will be considered as an added advantage.
